INTERNET NEWSBRIEF, February 12, 1999 Internet NewsBrief is a weekly service from the EPA Headquarters Library that provides a sampling of new and/or useful Internet resources for EPA staff and other environmental professionals. The Internet NewsBrief is also available on the Web at: http://www.epa.gov/natlibra/hqirc/inb.htm ** EPA INFORMATION ** Office of the Chief Financial Officer: Budget 2000 http://www.epa.gov/ocfo/budget.htm The EPA Office of the Chief Financial Officer provides access to budget documents on this page and now offers the "Summary of EPA's FY 2000 President's Budget" and the "FY 2000 Annual Performance Plan and Congressional Justification." The new EPA Fiscal Year 2000 budget includes several innovative programs that bring together communities and businesses in creative ways to leverage resources that build healthier communities and healthier local economies (for further information, please refer to the February 1, 1999 EPA Headquarters Press Release from the Office of the Administrator available at http://www.epa.gov/epahome/press.htm). The Office of the Chief Financial Officer's page also includes budget documents from 1997 to 1999. At the bottom of the page, there are links for the Office's other pages: "General Office Information," "EPA Planning Documents," "Financial Management Information," and "Environmental Finance Programs." Many of the documents that are available are PDF files and require Adobe Acrobat Reader software. ** GOVERNMENT INFORMATION ** White House: Budget 2000 http://www.whitehouse.gov/WH/EOP/OP/Budget2000/ The White House uses this address to announce its Fiscal Year 2000 Budget to Congress. It provides links to a "Budget Overview," "Budget Background and Materials," "Clinton-Gore Accomplishments," and "Clinton-Gore Budget/Fiscal Record." The "Budget Overview" link leads to a page that summarizes the budget by topic. One topical section is devoted to the environment. The four subsections under "environment" cover "Protecting Our Environment and Public Health," Preserving America's Lands Legacy," "Building Livable Communities for the 21st Century," and "Meeting the Challenge of Global Warming." The White House page's link to "Budget and Background Materials" leads to issue papers on different topics, including an issue paper on the environment. At the bottom of the White House page is a link to the Office of Management and Budget page (OMB has a full-text version of the Fiscal Year 2000 budget available at http://www.access.gpo.gov/su_docs/budget/index.html ). ** INTERNATIONAL INFORMATION ** IISD Net, The International Institute for Sustainable Development (IISD) http://iisd1.iisd.ca/ The International Institute for Sustainable Development (IISD) is a non-profit organization based in the Province of Manitoba in Canada. This organization provides international leadership in sustainable development and it declares that "development must improve economic efficiency, protect and restore ecological systems, and enhance the well-being of all peoples." The IISD site includes pages covering business, climate change, communities and livelihoods, knowledge networks, measuring sustainable development, natural resources, public policy, and trade. IISD's "Earth Negotiations Bulletin" provides summaries of environment and development negotiations throughout the international community. At the top of IISD's home page is a search engine for the entire site and there are links for IISD Programs and publications. **NONPROFIT INFORMATION ** The H. John Heinz III Center for Science, Economics and the Environment http://www.heinzctr.org/ The H. John Heinz Center for Science, Economics and the Environment is a non-profit organization devoted to environmental policy based on both scientific and economic principles. It works closely with all the groups involved with environmental policy: environmental professionals, academics, government officials, and businesses. The Center conducts scientific research and economic analyses and reviews nonpartisan options for environmental policies. The Center focuses on three key areas: environmental reporting, global change, and coastal/marine systems. Its home page links to news, publications, people and organizations, resources for collaborating researchers, background information on the Center, research programs, and contact information.
